Phil a récemment rejoint Smart Africa en tant que conseiller spécial. Il croit fermement au pouvoir combiné du leadership, de la technologie, de l'innovation et des partenariats inclusifs pour conduire la transformation numérique de l'Afrique.
Avant Smart Africa, Phil a été Ministre du Cabinet de la Jeunesse et des Technologies de l'Information et de la Communication (TIC) du Gouvernement du Rwanda pendant 6 ans. À ce titre, il a dirigé plusieurs initiatives phares, notamment les Sommets TransformAfrica et le YouthConnekt Africa Initiative. Il a dirigé la conception et la mise en œuvre du Plan directeur Smart Rwanda avec des politiques sur le haut débit pour tous, la culture numérique, la cybersécurité, la santé numérique, l'éducation, la gouvernance, le commerce, les finances et l'innovation dans la 4ème révolution industrielle. Les 15 années d'expérience de Phil comprennent des séjours réussis dans le secteur privé, le développement international et le milieu universitaire où il a commencé sa carrière.
Il est titulaire d'un MBA de la SP Jain School of Global Business de Singapour et d'une maîtrise en génie logiciel de l'Université du Rwanda.

Phil recently joined Smart Africa as a Special Advisor. He is a strong believer in the combined power of leadership, technology, innovation and inclusive partnerships to drive Africa’s digital transformation.
Prior to Smart Africa, Phil served as Cabinet Minister of Youth and Information and Communication Technology (ICT) in the Government of Rwanda for 6 years. In that capacity, he spearheaded several flagship initiatives including TransformAfrica Summits and YouthConnekt Africa Initiative. He led the design and implementation of the Smart Rwanda Master Plan with policies on Broadband for all, Digital Literacy, Cybersecurity, Digital Health, Education, Governance, Trade, Finance and Innovation in the 4th Industrial Revolution. Phil’s 15 years’ experience includes successful stints in the private sector, international development and academia where he started his career.
He holds an MBA from Singapore's SP Jain School of Global Business and a Master's of Science in Software Engineering from the University of Rwanda.
